Water & Waste - Mexico - New potable water bill in Mexico expected by March

A new potable water and sanitation bill to encompass the right to water will be ready by March at the latest, Roberto Ram?rez, deputy legal director of Mexico's national water commission Conagua told BNamericas.

"We are very advanced in the development of the law and I expect to have a bill ready either this month or at the beginning of March," said Ram?rez.

In February 2012, the constitution was amended to include a right to water, triggering the need to revise the national water law by February 2013. The time for passing the new law has now elapsed.

"Creation of a new general water law is not easy given the amount of work that needs to be done to reform the sector," said Ram?rez. As a result, Conagua and the lower house now plan to postpone a general overhaul of the national water law and instead pass a new potable water and sanitation law that will include the right to water.

To that end, lawmaker and president of the lower house water commission Kamel Athi?, will make a proposal during the coming weeks to allow the right to water to be included in a potable water law, rather than a national water law.

Conagua is currently working with experts in the sector, as well as the lower house to develop a proposal, said Ram?rez.

The reform approved in February last year does not impose a sanction for failure to publish a new law within the specified time period, "but that doesn't mean we aren't hurrying to deal with the issue," said Ram?rez.
